Background:
The issue of Illicit Financial Flows (IFFS) has been at the forefront of the international agenda, and Governments worldwide are joining forces to combat money laundering, tax evasion, international bribery and criminality, abuse of power and market abuse, which comprise the bulk of IFFs.
Negative effects of IFFs on African Economies include the depletion of foreign exchange reserves, reduced tax collection, cancellation of investment flows and increased poverty among others, several findings indicate that combating IFFs will require strong international cooperation and concerted and articulated actions by developed and African countries in partnership with the private sector and civil society. Therefore, this executive seminar is deaigned to:
- Review, refine and consolidate the mapping of national agencies to measure IFFs.
- Provide training on methodologies to measure IFFs, by providing a conceptual basis to the participants (guidelines, discussions) and technical training.
- Review and discuss further steps, including the roadmap and action plan to combat IFFs and sustain the national compilation of IFF statistics.

Mode of Delivery
The Executive Seminar shall be delivered by a team of professors from the University of Rwanda, professional trainers, and stakeholders in finance, using presentation materials, exercises, and references to example documentation and official guidance.
Group discussions will take place during the day to enable participants to exchange knowledge, experiences, and ideas. There shall be a Q&A session to give participants opportunities to ask some questions.
The workshop will run from 10:00 until 15:00 daily with suitable tea breaks, including lunch.
